The fifth son of nonconformist parents, Watts was brought up in London and educated at Worcester College Oxford. He lived in Hoxton Square in Shoreditch - the property was probably obtained through his wife's family - and was a licensed lecturer in the City for over 60 years. In 1780 he succeeded his father-in-law Michael Marlow as Chaplain of Aske's Chapel.
