The fifth son of nonconformist parents, Watts was brought up in London and educated at Worcester College Oxford. He lived in Hoxton Square in Shoreditch - the property was probably obtained through his wife's family - and was a licensed lecturer in the City for over 60 years. In 1780 he succeeded his father-in-law Michael Marlow as Chaplain of Aske's Chapel. His portrait is in the National Portrait Gallery.

Watts married Elizabeth Marlow (qv) in 1780 and had nine children. His four sons followed him to Worcester College Oxford, and the three eldest (Henry, Marlow and Watts) were ordained in the Anglican Church. Henry was a Vicar in Suffolk, married and had three children: he wrote a biography of his father. Marlow was a Rector in Gloucestershire, married but did not have any children. Watts jnr held curacies in the Isle of Wight and in his older brothers' Parishes in Gloucestershire and Suffolk. He married and had five children. Watts snr's youngest son Charles was a physician in London, Guildford and Bedford, and had three children with his first wife Janet Gilmour.

Watts snr and Elizabeth had five daughters. The eldest was Eliza (qv), and the next was Charlotta, who married Alexander Goudge, a stone and coal merchant in Norton Folgate, and had eight children - the novelist Elizabeth Goudge was one of Charlotta's grandchildren. Watts' three youngest daughters did not marry, and lived together in City Road in Islington. Eight of Watts and Elizabeth's 14 grandsons were ordained in the Anglican Church.
