Joseph's origin is not known, although he may have come from Hesket-in-the-Forest in Cumberland - two baptisms of Joseph Balmer were recorded there during the relevant period. The first definite record for him was his marriage in 1758 to Sarah Clarke (qv) in Langwathby. They lived in Edenhall in Cumberland until the early 1760s, and then moved further up the Eden Valley to Westmorland where they lived in Brough, Warcop and Soulby. He was a farmer and householder in Sandford in the Parish of Warcop in the mid 1770s, and was illiterate.

Joseph had eight surviving children with his wife Sarah, and they all married. The two eldest were baptised in Edenhall: Thomas (qv); and Ann who married George Longstaff, a farmer in Soulby. The next son John was a farmer in Brough, and married Catherine Colling from Romaldkirk in Yorkshire. The next four children were baptised in Warcop. Joseph jnr was a farmer and blacksmith in Warcop - his first wife Jane Colling was the sister of his brother John's wife Catherine. Sarah married William Dover, a farmer in Brough, Dufton and Milbourne - three of their children emigrated to North America. Next was William, who was a blacksmith in Soulby, and had 11 children there with his wife Eleanor. The last son to be born in Warcop was James, who was a tailor, but towards the end of his life was an agricultural labourer, and died in the Kirkby Stephen Workhouse at the age of 81. The youngest son Samuel also had a variety of occupations, including collier and beer house keeper: his three surviving sons were all blacksmiths, and a daughter emigrated to North America.

Joseph married Sarah CLARKE, daughter of Samuel CLARKE and Ann DOBINSON, on 14 Nov 1758 in St Peter, Langwathby, Cumberland.1 (Sarah CLARKE was christened on 4 Mar 1736 in St Peter, Langwathby, Cumberland 1 and was buried on 15 Feb 1803 in St Columbe, Warcop, Westmorland 3.)
